Bush Fire Management Committee Handbook and Charter - 2024

Bush Fire Management Committees (BFMC) are an integral part of the framework of coordinated bush fire risk assessment, mitigation and suppression in NSW. These Committees are guided by the Bush Fire Coordinating Committee (BFCC), its policies, guidelines and templates. This document provides the foundations for a successful BFMC and covers the roles, responsibilities, membership requirements, governance, business processes and useful templates for use by the BFMCs.

Policy 1/2000 Guidelines for Dispute Avoidance/Dispute Resolution (includes Guidelines)

The following guidelines are issued to assist committee members in reaching decisions by achieving consensus.

Policy 3/2000 Co-ordinated Firefighting Operations Health and Safety

Fire fighting authorities have an obligation and responsibility to ensure the health, safety and welfare ofits fire fighters. This obligation arises from the legal, moral, economic and social impacts of injury, illness and death upon the community and family of fire fighters.

Policy 3/2001 Bush Fire Smoke Management

Fire fighting authorities and land managers, have statutory obligations to prevent and control wildfires. Meeting these obligations will commonly require the use of controlled fire. One unavoidable and natural result of all vegetation fires is the production of smoke. Smoke produced by bushfires and controlled fires can adversely affect air quality and visibility creating public health and safety risks.

Policy 6/2001 Notified Steps for the Establishment and Maintenance of Planted Forests

Section 63(4) of the Rural Fires Act 1997. Section 63(4) provides for the Bush Fire Coordinating Committee to develop and advise persons of "notified steps" for areas or activities to which bushfire management activities apply. The provisions recognise the need to balance the protection of life, property, land and the environment.

Policy 2/2003 Ecologically Sustainable Development

The purpose of this Policy is to outline the Bush Fire Coordinating Committee's commitment to ensuring the principles of Ecologically Sustainable Development (ESD) which underpins our decision-making processes, and how ESD is incorporated into the activities of the Bush Fire Coordinating Committee.

Policy 3/2003 Safety Advisor - Standard Operating Procedure

The Safety Advisor who will work within the chain of command has the delegated authority of the Incident Controller to stop or change any order, action or condition only where any person's life or safety is at immediate risk.

Policy 4/2003 Communication

The purpose of this policy is to outline the Bush Fire Coordinating Committee's (BFCC) role in the communication of bush fire related issues with the public.
