Radio Communications - Allocation of Channels

Scope

This Operational Guideline outlines the process for allocating radio communication channels utilised by NSW Rural Fire Services (RFS) members at incidents and planned events.

Fundamental Protocols underpin the actions of all NSW Rural NSW Rural Fire Service (RFS) members and must be adhered to at all times. They outline the Principles of being an RFS member and provide guidance on conduct to support the safety and wellbeing of members.

Guiding Principles

  • The District ‘Alpha or A’  channel will typically be used as the Area/Dispatch network for all radio communications between FireCom and the field.
  • Each District is allocated a ‘Bravo or B’ channel for operational use. The purpose of the ‘B’ channel is for selective separation for developing incidents, mitigation activities, and localised events. If operations are transferred to the ’B’ channel, FireCom is to be advised.
  • The District Manager (DM), an Incident Controller (IC), FireCom, or a person with delegated authority, may authorise the use of additional or alternative channels to support the management of radio communication at an incident or planned event and help reduce radio congestion.
  • Any channels normally allocated to the District, such as Private Mobile Radio (PMR), Public Safety Network (PSN), simplex or fireground channels, may be used at the discretion of the District.
  • For larger incidents where divisions or sectors are created, an alternative channel may be allocated as the Command network for Control to communicate with their Division Commander (DivCom) or Sector Leader.
    • A suitable channel may also be allocated to each sector for their Tactical network.
  • Depending on the incident, alternative channels may be allocated as a Tactical network to allow Control to communicate with their assigned units.
  • The PSN provides for common channels used in joint operations with other Combat or Government Agencies.  These are Emergency Service Organisations (ESO), Government Liaison, or PSN Operational Channels.  Due to their shared nature, RFS State Operations is to be advised when these are required for use.
    • State Operations will seek permission from the PSN Network Operations and Control Centre (NOCC)  for allocation of these channels for use.
