State Intelligence Coordinator
Role Description
Scope
The State Intelligence Coordinator (SIC) is responsible for gathering information and developing intelligence products to support the strategic decision making of the State Operations Controller (SOC)/Deputy State Operations Controller (DSOC).
Fundamental Protocols underpin the actions of all RFS members and must be adhered to at all times. They outline the Principles of being an RFS member and provide guidance on conduct to support the safety and wellbeing of members.
Accountabilities
- When activated within the State Operations Centre (OpsCen), positions such as the State Fire Behaviour Analyst (FBAn), Bureau of Meteorology (BoM) representative, and Major Incident Coordination Intelligence Officers all report to the SIC.
- The SIC may also liaise with Incident Management Team (IMT) Intelligence Officers (or IMT Planning Officers if no separate Intelligence Cell exists).
- Ascertaining and fulfilling the Priority Intelligence Requirements (PIR) of the SOC/DSOC, developing Options Analysis, and developing any other intelligence documents requested by the SOC.
- Assisting in developing or validating PIRs, Options Analysis, or other intelligence products at IMT or MIC level if required.
- Liaising with a wide range of personnel and information sources to collect information to fulfill PIRs. These may include IMT personnel, State Operations functions, Emergency Management Liaison Officers, Local and State Government representatives, and a range of internal and external data sources.
- Monitoring all current and emerging incidents and provide advice to the SOC/DSOC on overall statewide incident priorities as well as current effectiveness of strategies.
- Developing any statewide intelligence documents requested by the SOC/DSOC.
- Reporting on any information in relation to potential Pyro CB activity associated with any bushfire. Ensuring the MIC and SOC/DSOC are briefed, and that the MIC liaises with the relevant IMT to issue fireground safety messages regarding potentially dangerous fire conditions.
- Ensuring that all Intelligence products are recorded and distributed as required, including recording of sources.
- Ensuring a record is maintained of significant decisions taken, the rationale for those decisions, and to whom, when and how they were communicated and provide handover briefings as required.
Special Considerations
- The SIC role is not a strategic planning role however if this role is stood up, the SIC would report to the State Strategic Planner
